Pein is the reincarnation of Haku. Both were the victims of circumstance. Both are on quot;the other sidequot; fighting for what they believe in. Neither good nor evil, just an opponent of the moment. Pein may be under the manipulation of the Akatsuki leader, the same way Haku was under Zabuza. It is quite sad really.
